Open Question: are public universities free? and can a foreign student enroll for free as well?

im not really sure how public systems work because i have been in private schools my whole life. i mean in public universities is it the classes that are free and you pay for the books? and what about dorms? can a foreign student enroll as well like a local citizen with just a student visa or are the classes just free 4 immigrants and locals? thnx ps. the unis i am referring to are miami univeristy and the university of washington... read more
